Price bands read directly from the price badge on each card, so an AED 3.8M project lands in the 3M-7M band. Area filters match the project's master-plan location; for projects outside the seven filter areas (Dubai Harbour, MBR City, Jebel Ali, Dubai South), select "All" to view them. Six Dubai Masterplan Areas

Dubai's off-plan supply concentrates in six masterplan areas with distinct price bands and developer ecosystems. Downtown Dubai and Palm Jumeirah lead the premium tier (AED 1.4M-25M entry). Dubai Marina and Dubai Creek Harbour anchor the upper-mid tier (AED 980K-4M). Dubai Hills Estate serves the family-villa segment (AED 1.9M-12M). JVC remains the affordability gateway with the largest active project count (48+). Each area card shows current project count and starting price — click through to filter the full tracker.

Fundamentals

What Off-Plan Means
for Premium Buyers

An off-plan property is purchased directly from the developer before construction completes. In Dubai, the asset class is regulated by Law No. 8 of 2007 (the Escrow Law) and RERA project registration rules — meaning every dirham a buyer pays is deposited into a DLD-monitored escrow account, released only against verified construction milestones, with the developer unable to access buyer funds for any other purpose. This regulatory floor, combined with structural pricing discounts of 15-22% versus equivalent ready property at handover, is what makes Dubai's off-plan market distinct from peer markets in London, Singapore, or New York.

For buyers, off-plan offers three economic levers that ready property does not. First, payment plans: instead of a single lump sum, the price is spread across the 24-36 month construction period in milestone-linked tranches, freeing capital for parallel deployment. Second, capital appreciation during construction: paper gains of 8-12% by the 30% milestone and 15-25% at handover are typical for tier-1 developers. Third, customisation: buyers at the 0-10% payment stage can typically select finishes, layouts, and sometimes combine units — options that vanish once a property is delivered.

ZARIN's founder has been investing in Dubai real estate since 2005 — through the 2008 cycle, the 2014-2016 correction, the 2020 pandemic, and the 2022-2025 boom. He formally established ZARIN in 2023 to deliver advisor-led, no-conflict off-plan coverage to premium buyers and discerning investors who want a counterweight to developer-direct sales pitches. Every project on our tracker is independently verified for escrow account health, RERA registration, and developer handover track record before it is shared with a client.

Escrow-Protected Payments

Every dirham you pay during construction is deposited into a Dubai Land Department-regulated escrow account held with a UAE-listed bank. Funds are released to the developer only against verified construction milestones certified by RERA's project auditor — not against invoices. If a project stalls, the escrow balance remains buyer-owned and recoverable. ZARIN independently verifies the escrow account number, balance, and release schedule for every project we list.

Payment Plan Structures

Dubai off-plan payment plans range from the conservative 60/40 (60% during construction, 40% on handover) to the increasingly popular 1% monthly instalment plans where buyers pay the entire purchase price in equal monthly cheques spread across the construction period. Post-handover plans (where 20-30% is paid after key collection over 2-3 years) remain common with DAMAC, Sobha, and Ellington. ZARIN publishes every payment plan structure alongside its construction milestone schedule.

RERA Registration

Every off-plan project marketed in Dubai must carry a RERA-issued project registration number (format RERA-P-XXXXX), which must appear in every brochure, portal listing, and digital advertisement. The registration confirms the developer holds the land title, has lodged the escrow account, and has secured the necessary Dubai Municipality construction permits. ZARIN cross-checks the displayed RERA number against the live DLD/TRAKHEESI portal before any buyer mandate is accepted.

Construction-Linked ROI

Capital appreciation on Dubai off-plan property tracks construction progress: buyers typically realise 8-12% paper gain by the 30% construction milestone, 12-18% at 60%, and 15-25% at handover. The pattern is most pronounced in projects by tier-1 developers (Emaar, Sobha, Meraas) where pre-launch pricing runs 18-22% below ready-market comparables. ZARIN publishes quarterly construction progress reports for every tracked project with updated valuation marks.

Why ZARIN for Off-Plan

A Founder Who Has Seen Every Cycle

Off-plan purchasing requires a counterweight to the developer's sales team — someone who has seen multiple Dubai cycles and is paid by you, not the developer. ZARIN's founder has been investing in Dubai real estate since 2005, across four market cycles. He formally established ZARIN in 2023 to bring advisor-led, no-conflict off-plan coverage to premium buyers and discerning investors. Every project we list has been independently verified for escrow account health, RERA registration status, payment plan structure, and developer handover track record — work that developer sales teams do not perform for buyers.

Off-Plan Buyer FAQ

Common Off-Plan Buyer Questions

What is an off-plan property?

An off-plan property is a residential or commercial unit purchased directly from the developer before construction completes — typically 18 to 36 months ahead of handover. Buyers pay the purchase price through a structured payment plan tied to construction milestones rather than as a single lump sum. In Dubai, off-plan purchases are regulated under Law No. 8 of 2007 (Escrow Law) and RERA project registration rules, which require the developer to deposit buyer funds into a DLD-monitored escrow account before any unit is sold. Off-plan prices typically run 15-22% below equivalent ready property prices at handover, which is the core economic appeal of the asset class for premium buyers and discerning investors.

Are off-plan payments safe in Dubai?

Yes — Dubai's off-plan regulatory framework is among the strongest globally. Law No. 8 of 2007 mandates that every dirham paid by a buyer is deposited into a Dubai Land Department-registered escrow account held with a UAE-listed bank, with funds released to the developer only against verified construction milestones certified by an independent RERA-appointed project auditor. The developer cannot access buyer funds for unrelated projects, marketing costs, or land acquisition. If construction stalls, the escrow balance remains buyer-owned and recoverable. ZARIN independently verifies the escrow account number, current balance, and milestone release schedule for every project we list — and we publish this information in each project's project page on our site.

What is a typical payment plan?

Dubai off-plan payment plans fall into four common structures. The 60/40 plan requires 60% of the price during construction (typically split into 5-7 milestone payments) and 40% on handover — this is the most common structure offered by Emaar and Meraas. The 70/30 plan front-loads more during construction. Post-handover plans, popularised by DAMAC and Sobha, defer 20-30% of the price to a 2-3 year period after key collection. The 1% monthly plan, increasingly offered by developers including Binghatti and Imkan, divides the entire purchase price into equal monthly instalments across the construction period. ZARIN publishes every payment plan structure with its full milestone schedule on each project page.

What happens if the developer delays handover?

Dubai's Escrow Law and the Sale Agreement (Form A/Form B registered with DLD) give buyers structured protections. If handover is delayed beyond the contractual date, the buyer is entitled to compensation per the agreement — typically the equivalent of rental yield on the paid capital for the delay period, or in some contracts a daily penalty of 0.01-0.05% of the unit price. After a defined maximum delay (usually 6-12 months), the buyer can rescind the contract and recover all paid funds from the escrow account. RERA also maintains a developer performance register that publishes delay histories. ZARIN only lists developers with a verifiable on-time handover rate above 90% and shares the RERA delay register entry for every developer we cover.

What are the tax obligations on off-plan property in Dubai?

Dubai levies no annual property tax, no capital gains tax on personal-property sales, and no income tax on rental yield. The buyer's tax obligations are limited to the Dubai Land Department transfer fee of 4% of the purchase price (paid at the Oqood registration stage for off-plan, before title-deed issuance), the AED 580 title-deed issuance fee, and a small administration fee (typically AED 4,000-4,300) per Oqood. VAT does not apply to residential property sales in Dubai. If the buyer's home country taxes worldwide income (UK, India, EU), they may owe capital gains or rental income tax locally — ZARIN's cross-border tax advisory provides jurisdiction-specific guidance for buyers from the UK, India, China, and the EU.

What is the minimum down payment?

The minimum down payment on a Dubai off-plan property is set by the UAE Central Bank mortgage cap and applies regardless of whether the buyer finances the rest. For a first property purchase under AED 5M, the minimum down payment is 20% of the purchase price for non-cash buyers (or the first 20% of the payment plan for an off-plan purchase). For properties above AED 5M, the minimum rises to 30%. For a second and subsequent property, the minimum is 40%. Off-plan payment plans must comply with these caps — meaning the developer cannot require more than 50% of the price before handover under RERA rules. The minimum Oqood registration fee is AED 4,000. ZARIN advisors confirm down payment thresholds against the buyer's profile before any reservation is signed.

Can I sell before handover?

Yes — subject to the developer's assignment policy. Most Dubai developers allow the original buyer to assign (sell) their off-plan contract to a new buyer once 30-40% of the payment plan has been paid, though some developers (notably Emaar on flagship projects) require 100% before assignment. The assignment process involves a no-objection certificate (NOC) from the developer (typically AED 5,000-15,000), a 2% transfer fee on the original price or the new sale price (whichever is higher), and re-registration of the Oqood in the new buyer's name. The capital gain realised on assignment is the difference between original and assignment price, less transfer fees. ZARIN manages the full assignment process including buyer sourcing, NOC negotiation, and DLD re-registration.

What documents are required to buy off-plan property?

For UAE residents: passport copy, Emirates ID copy, salary certificate (or last 6 months of bank statements for self-employed buyers), and a signed buyer's agreement. For non-residents: passport copy, proof of address in home country, last 6 months of bank statements, and a signed buyer's agreement. UAE Central Bank KYC requires source-of-funds documentation for any payment above AED 55,000. Company buyers require trade licence, memorandum of association, board resolution, and authorised signatory passport. The Oqood (off-plan title registration) is issued by DLD within 30-60 days of the signed Sale Agreement. ZARIN's legal team prepares all KYC documentation, manages the Oqood registration, and oversees the Escrow account opening with the developer's nominated bank.
